<p>In January-October 2010, construction areas of China&#8217;s real estate development enterprises were 3.70 billion m2, increasing by 28.30% YOY, while new construction areas were 1.32 billion m2, increasing by 61.90%; completed construction areas were 420 million m2, increasing by 11.40%, among which residential buildings were 340 million m2, increasing by 9%.</p>

			<content:encoded><![CDATA[<p>The Cambodian economy is still recovering from the fallout of the Khmer Rouge conflict, but it is recovering fast and my view is the place will look completely different in just a few short years. Many of Cambodia&#8217;s roads are dirt roads which turn to mud in the wet season, even between major towns. However, this is now changing and roads are being built apace.</p>
<p>Since being in Cambodia I have noticed that the Cambodia government is taking steps to make both easier and safer for foreigners and foreign entities to invest in the country with the aim of attracting considerable foreign investment, and not just in real estate.</p>
<p>It is also expected that the Cambodian government will soon make it possible for foreigners to buy real estate in their own names without the need to set up a company as it currently stands.</p>
<p>Without going into the economic details in this blog, we believe that all the signs are pointing to surefire growth period to come in the Cambodian property market. Many international property developers have already made their way on to the scene recently in light of the changing regulations.</p>
<p>Particularly recently I have started to see property developments promoted not just in the capital Phenom Pehn but on the coast, in locations such as Kep. I think there there is undoubtedly a lot of potential, but investors must be aware that the market is still very new and immature and will change a lot of the coming years &#8211; so it is not without its risks.</p>
<p>Given property price growth in many of SE Asia&#8217;s property markets has either slowed considerably or are in reverse gear, Cambodia may be a place to look for those interested in investing in the region and can handle a little more risk and uncertainty.</p>

<p>2. How long do you want to want to stay in Hong Kong? Will you appoint or transfer employees to Hong Kong? If you need an office for a short duration, consider renting a Hong Kong serviced office. If you need a regular office with a long lease, then work with a property agent or browse through online real estate portals. If you choose to work with a real estate agent, work with one who has an appropriate license issued by the government.</p>
<p>3. While renting a serviced office or a conventional office, always reconcile your location with your budget and then compare between the available options.</p>
<p>4. You are required to submit a letter of offer and pay a holding deposit once you choose an office. The offer letter works like a provisional rental agreement. The holding deposit is equivalent to 1 month&#8217;s rent (3 months&#8217; rent in some cases), and it is refundable. When the property owner signs the letter of offer, he cannot offer the same office to any other client.</p>
<p>5. Then it is time for signing the tenancy agreement, which is a formal document and contains the rights and responsibilities of tenant and property owner. Tenants have to pay 2-3 months deposit at the time of signing this agreement. This deposit is refundable. For conventional offices, the typical lease duration is 2-3 years, and it can be renewed based on mutual consent. Serviced offices are available for a shorter duration (1 month and upward).</p>
<p>6. Tenants have to pay the monthly maintenance charges, which are calculated on a per-square foot basis. The property owner is responsible for the repairs and for paying the property tax, which is calculated as 5% of the rental value; in addition, the property owner has to pay the lease tax, if applicable &#8211; these clauses must be specified in the agreement. A one-time stamp duty has to be paid for renting conventional office space. No stamp duty may be required for renting a serviced office.</p>
<p>7. Tenants who use a property agent have to pay a commission.</p>
<p>8. In case of dispute, the tenant and property owner jointly approach the property agent for resolutions, and then the Lands Tribunal or the Small Claims tribunal if there&#8217;s no agreement. No disputes arise when a tenant rents out a serviced office.</p>
